Study on the suitability of the premises of the “Old Government building” to be used as future premises for the Special State Prosecutor’s Office (SPO) and the Special Police Department (SPD) developed with support of EUROL 3

As part of the overarching support to the Montenegrin institutions responsible for Chapters 23 and 24 and upon request of the EU Delegation in Montenegro, EUROL 3 contracted international architects (Mr. Zoran Abadić and Ms. Jelena Bogosavljević) and a civil engineer (Mr. Željko Tmušić) to research, draft and deliver a study on the suitability of the premises of the building in Jovana Tomaševića bb, 81000 Podgorica to be eventually used as future premises of the Special State Prosecutor’s Office (SSPO) and the Special Police Department (SPD). This activity was also coordinated with the US Embassy and the French Embassy.

With technical and logistical support of the Project Team, the experts undertook a two-day visit to Podgorica, during which they visited the building and its surroundings, met with the Cadastre and State Property Authority, collected all necessary information, available plans and documentation and took pictures of the current state of the building.

Based on the study visit and based on the review and comments received by the donors and the Working Group which was established for this purpose (Supreme State Prosecutor’s Office, Special State Prosecutor’s Office, Higher State Prosecutor’s Office, Ministry of Finance and Cadastre and State Property Administration), the infrastructure experts delivered a Suitability Study and presented in February 2023 the results of their work, their findings and the advantages and shortcomings related to the potential use of the mentioned building for the purposes and needs of the SSPO and SPD.
