From 7 to 8 September 2023, EUROL 3 organized in close cooperation with the Judicial Training Centre (JTC) and held a two-day training on Cross-border freezing and confiscation of illicit assets. The training was organized for a group of 16 participants (judges, state prosecutors and advisors).The trainers were Maja Rakić (Head of the Sector for Mutual Legal Assistance and Judicial Cooperation with Member States of EU in the Ministry of Justice and Public Administration) and Mirna Rukavina (Deputy Head of the Office for the Suppression of Corruption and Organised Crime (USKOK)), both from the Republic of Croatia as international speakers contracted by EUROL 3, as well as Predrag Tabas (Judge of the Appellate Court of Montenegro) and Lidija Vukcevic (State Prosecutor in the Supreme State Prosecution Office of Montenegro), as local trainers provided by the JTC.
The main aim of this training was to strengthen the knowledge of participants (prosecutors and judges) in the area of financial investigations and cross border freezing and confiscation of illicit assets, in the light of requesting and providing support through international judicial cooperation.
During the training, the participants received elaborated information on a whole range of instruments regulating the topic on the international and EU level, aiming to identify features which are most suitable for efficient cooperation, provided that respect of fundamental rights is guaranteed by safeguards including effective remedies available to the person affected. In addition to the theoretical parts, the participants had the opportunity to discuss concrete cases and issues related to the topic of cross-border confiscation of illicit assets and international judicial cooperation requested and received in concrete cases of tracing and freezing of illicit assets, including bank accounts, real estate and moveable properties.
The training on cross-border freezing and confiscation of illicit assets was organized as a second training module of the training program on International Judicial Cooperation in criminal and civil matters developed by EUROL 3.
