Between October and December 2023 two international experts contracted by EUROL 3 (Ana Bilić Andrijanić, an expert for the collection, statistical processing, and analysis of collected data and Rado Brezovar, a lawyer, experienced in strategic thinking, and the analysis of the work of judicial systems in the EU and in the WB region) developed an Analysis on the efficiency of the judiciary institutions.
The Analysis is structured around information, which is available in the existing reports provided by the Judicial Council. The Analysis is mostly focused on judicial reports, which are based on the PRIS case management system.
The analysis also provides recommendations for overcoming the identified challenges in the system, specifically related to the reporting system (including the methodology, legal framework, organization, and ICT, training) and to the measures needed for the improvement of the efficiency of the work of courts and judges (including interventions, harmonization of human resources, and report on backlog mitigation).
The Analysis was delivered to the Ministry of Justice and the Judicial Council to serve as a basis for further planning of policies and for steps for the implementation of the given recommendations, with the final aim of increasing the efficiency of judicial institutions in Montenegro.
