EUROL 3 mission on strengthening the capacities of intelligence-led policing (ILP) and improving risk assessment and analytical capacities of Montenegrin specialised law enforcement agencies held

EUROL 3 organized from 22 to 26 January 2024 a 5-day EU MS expert mission in Podgorica, Montenegro, which was delivered by the Bavarian senior police officials Lt.Col. Holger Schmidt, Head of Department for International Police Cooperation and Head of Strategic Office and Christian Rabini, Head of Department for International Police Cooperation in Munich. The mission aimed to strengthen the capacities of intelligence-led policing (ILP) and improving the risk assessment and analytical capacities of Montenegrin specialised law enforcement agencies.

The experts’ mission was composed of a workshop for Montenegrin Police Officers from different specialised Police departments. Furthermore, interviews and consultations on expert level with the heads of these departments were conducted focusing on the development of a Road Map for the development of an Action Plan related to the Montenegrin ILP Guidelines.

Schmidt and Rabini presented the ILP system in Bavaria through the introduction of real scenarios of successfully investigated complex serious crime cases and transferred their knowledge and experience to participants of the workshop.

During the consultations in the Police Administration, especially in the Criminal-Intelligence Department, the Bavarian expert discussed exhaustively the current situation in the Montenegrin ILP system and based on agreed prioritized thematic areas, they developed a comprehensive Road Map document that will serve as the basis for the development of an overarching ILP Action Plan in fighting effectively serious crime.
