EUROL 3 organized a study visit for a Montenegrin delegation to the Police Headquarters and State Office of Criminal Investigation (Landeskriminalamt) in Munich, Germany from 27 November until 1 December 2023.
The general aim of this Study Visit was to introduce Montenegrin senior police officers and a specialised public prosecutor responsible for the investigation of complex criminal cases with the German/Bavarian institutional models for information processing, analysis and the use of specific IT and communication and documentation tools, as well as with the methodology for analysts and experiences in implementing the Intelligence-led Policing (ILP) strategy, cooperation mechanism with partners of other law enforcement agencies, as well as daily procedures in relation to ILP by officials from the Bavarian Police.
In addition to a series of presentations in thematic areas such as combatting organised crime, violent crime, drug crime, economic crime, money laundering and corruption, the delegates were also given an insight into investigative techniques and modalities related to the darknet, international vehicle crime, big data analysis, blackmail and hate e-mails, as well as the functionality of the EU SIRENE system.
After each presentation, the delegates had the opportunity to ask questions and exchange ideas with their Bavarian colleagues. This led to lively discussions and conversations, which resulted in a solid increase in knowledge among the Montenegrin experts.
At the end of the study visit, informal agreements were made to improve the bi-lateral cooperation in the fight against cross-border organised crime and drug smuggling.
