EUROL 3 contracted Mr. Dinko Cvitan, a Croatian expert in organizational and coordination issues in the fight against organized crime and corruption and former Head of USKOK, whose mission in Montenegro lasted from October 2022 to February 2023.
During the mission, the expert was operating from the office of the Special State Prosecutor’s Office (SSPO) and worked directly with the Chief Special Prosecutor and his team on a daily basis on solving issues regarding the strategic thinking and planning, internal organization of the work, planning of the eventual trainings for special prosecutors and the supporting staff and coordination with the special police unit, but also other departments of the Police Authority and other authorities involved in the fight against organized crime and corruption.
As a result of the mission, the expert provided a final report with specific recommendations covering various aspects related to the organizational structure, legislative framework, strategic documents, the relationship of the SSPO with other authorities, the approach to work of the SSPO, human resources, and material conditions. Additionally, he provided an analysis of organizational and coordination issues within the SSPO and SPD (Special Police Department), along with proposed solutions for these issues.
