EUROL 3 organized a short-term expert mission by Lt.Col.i.R. Detlef Kreutzer (senior police expert and former director in the State Office of Criminal Investigation in Hamburg, Germany) for the enhancement and support of the professional capacities in the use of special investigative measures and here in particular for the development of recommendations for the setup of a web-based whistleblowing system and its implementation.
The mission took place between 19 and 23 February 2024.
The aim of this short-term expert mission was to strengthen Montenegrin’s specialised competent police agencies responsible for establishing a dependable and secure web-based whistleblowing system in Montenegro, as well as training on using such a system.
A comprehensive report on the state of play regarding the whistleblowing system and whistleblowers’ protection in Montenegro was developed containing also clear recommendations for the setup of a web-based whistleblowing system within the police and its implementation in line with EU acquis and EU standards.
