EUROL 3 organized a short-term expert mission of Eng. Stefano Moni, Senior Technical Director, Central Directorate of the Criminal Police, Data Protection Office, State Police of Italy, to support the Montenegrin counterparts in the improvement of the use of the tools for monitoring and interception of communications and for special investigative techniques with a focus on the respect of personal data protection rights, human rights, and fundamental freedoms.
This mission took place between 4 and 8 March 2024 in Podgorica and encompassed various activities including operational workshops, bilateral meetings at expert level, and a preliminary assessment of the existing framework with a focus on potential legislative amendments for alignment with EU regulations, European and international standards concerning the exchange and protection of personal data, as well as safeguarding human rights and fundamental freedoms. Additionally, attention was paid to enhancing intra-agency and inter-agency cooperation among law enforcement entities, as well as facilitating international information exchange.
The mission will result in a comprehensive report, accompanied by a catalogue of recommendations with regard to the aforementioned areas.
