EUROL 3 organized a 5-day EU MS expert mission that was delivered by the Bavarian senior police officials Lt.Col. Holger Schmidt, Head of Department for International Police Cooperation and Head of Strategic Office and Christian Rabini, Head of Department for International Police Cooperation in Munich from 26 to 30 June 2023. The mission aimed to strengthen the capacities of intelligence-led policing and improve the risk assessment and analytical capacity of Montenegrin law enforcement agencies.
The experts’ mission was composed of a workshop for officials of the Montenegrin Police and Prosecutors Offices. Furthermore, interviews and consultations on expert level with heads of relevant Police departments were conducted focusing on the needs in their areas of competence.
Schmidt and Rabini presented the ILP system in Bavaria through the introduction of real case scenarios of fighting serious crime and transferred their knowledge and experience to participants of the workshop.
During the interviews and consultations in the Police Administration, especially in the Criminal-Intelligence Department, they scanned the situation in the Montenegrin ILP system, but also went beyond this area, gaining a greater picture of the needs of the Montenegrin police services in fighting serious crime.
The analysis of the Bavarian senior police experts will be a solid basis for the provision of further support of EUROL 3.
